Award of Contract for CAREC Regional Road Corridor Improvement Project

ADB Grant 0084-KGZ (SF) Section Sary Tash – Karamyk (Km 0 to 136)

In accordance with the ITB, Paragraph 40.2.2 of the ADB Bidding Documents, the following information is being provided to all Bidders who participated in the Single stage Two-Envelope bidding process for the subject project.

Bids were received from the following Bidders:

China Road and Bridge Corporation;

Xijiang BeiXin Road and Bridge Corporation ; and,

Longjian Road and Bridge Company Ltd.

The following Bid Prices were publically read at the Financial Bid opening:

a.)  Xijiang BeiXin Road and Bridge Corporation Primary Bid: 899,492,763 Soms without VAT

b.) Xijiang BeiXin Road and Bridge Corporation Alternative Bid: 845,087,394 Soms without VAT

c.) China Road and Bridge Corporation Primary Bid: 886,018,867 Soms without VAT

d.) China Road and Bridge Corporation Alternative Bid: 838,033,269 Soms without VAT

The following Bid was determined to be non-responsive during the Technical Evaluation process and the Financial Bid Envelope of that Bidder was returned unopened:

Longjian Road and Bridge Company Ltd.

For evaluation purposes, Bid Prices were adjusted during the financial evaluation process by disregarding Contingencies and Provisional Sums.   The resulting bid prices were as follows:

a.)  Xijiang BeiXin Road and Bridge Corporation Primary Bid: 802,329,569 Soms without VAT

b.) Xijiang BeiXin Road and Bridge Corporation Alternative Bid: 768,261,267 Soms without VAT

c.) China Road and Bridge Corporation Primary Bid: 752,094,975 Soms without VAT

d.) China Road and Bridge Corporation Alternative Bid: 756,457,301 Soms without VAT

The subject contract was awarded to the China Road and Bridge Corporation for their Alternative Bid of 838,033,269 Soms.  They will be required to complete the rehabilitation of 136 km of the Sary Tash – Karamyk road, rehabilitate nine bridges, and construct six new bridges within the 900 day contract period.

The Ministry is grateful to all of the Bidders who competed in the bidding process and hopes that they will participate in future Ministry tenders. 

Additional bidding proceedures are being studied for the Tendering  of Performance Based Road Maintnenace contracts for aproximately 500 Km of roads in the project area.  Five contracts will be awarded through National bigging proceedures. Pilot projects will be implemented and four-year contracts will be awarded to the successful bidders.

 Current Procurement Status

Procurement Contract for the purchase of Road Maintenance Equipment, Workshop Eauipment and Mechanic's Hand Tools was signed under ADB bidding Documents 2106-KGZ (SF)-ME-1: Procurement of Road Maintnenace Equipment. 

The tender was advertized internationally and bids were received, opened and evaulated.  The contract has been awarded to the successful bidder, Dormashlomplect Ltd.  Delivery, commissioning and training are scheduled in accordance with the terms and conditions of the contract.
